Dr. Constantino Xavier is a Fellow at the Centre for Social and Economic Progress, in New Delhi, where he leads the Sambandh Initiative on Regional Connectivity. He is also a Non-Resident Fellow with the Foreign Policy program at the Brookings Institution.
